When I try to upgrade to the "All Apps" plan, it takes me all the way to the end, I hit confirm, then I get a red error popup saying it can't be completed. Card is correct for billing.
Ideas?

Depending on your region, there may be new banking regulations at work. Or perhaps you need to cancel your first plan before you can take out an All Apps Plan. As John said, contact an Adobe Cutomer Care agent to find out what more is required.
