If I uninstall CC will it mean that, when I reinstall it, all the apps and settings will need to be re-downloaded and installed again from scratch? Or will it simply mean that the CC desktop app only is reinstalled, and everything else will just continue to work?
it's not that it's unsafe to uninstall the cc desktop app when you have cc apps installed. it's not possible with more recent versions of the cc desktop app.
ie, when you start to uninstall the cc desktop app, you will see a warning that you must uninstall the cc programs first and then uninstaller will close without uninstalling anything.
further, it is not safe to manually trash any program and circumvent proper uninstallation, especially adobe programs like the cc desktop app. ie, you can exp

you'll need to uninstall the cc apps before uninstalling the cc desktop app.
if you want to uninstall the app, this is recommended:
uninstall everything cc, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
lastly uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud using compatibility mode (https://technet.microsoft.com/en-us/library/bb456979.aspx?f=255&MSPPError=-2147217396)
use the desktop app to install your cc programs/trials

That's not what I wanted to hear. That sounds like the nuclear option.
I have a frustrating problem here: Some error occurred during cloud switching - syncing paused, will not restart
I thought reinstalling CC might help if it had got corrupted somehow. However I'm not about to commit half a day or more to a possible, not likely, solution to this frustrating issue. If CC is corrupted there has to be a much easier way to fix corrupted files.
It would be fair enough if Adobe was paying me to work for them, but I thought it was the other way around.

It is NOT a duplicate thread. It is a DIFFERENT issue (syncing) in a DIFFERENT forum (File Hosting, Syncing, and Collaboration) The title, the content and the forum on which it is posted bear absolutely no resemblance whatsoever. I have only added a link from this discussion to the other thread which is NOT about this issue but relevant to what I am going through. Please unlock it. And don't lock this one.
If you are referring to the message that is linked to from this thread being a double posting perhaps you should respond in that thread or its original posting and not this one.
The reason why I might have double-posted that original message (not this one!) is that other one had been moved from where I posted it (this CC forum) by the moderator (you?) but I couldn't find it. I could only find the original one which had the message from the moderator that it had been moved to the syncing forum. But the link only directed to the forum, not the message. And if I searched for the message it directed me back to the original one. With the link. Etc. Etc.
And I needed to add more information to that message. So I posted it again, in the forum it was sent to originally, because as I say I could not find it in that forum.
So the new one which I posted in the Syncing forum (which is linked to from this separate issue in this CC forum) ihas all the relevant information (to that issue) and I don't want it locked. Lock the original one if you like.

If the Adobe Creative Cloud desktop app is corrupted , no need to uninstall other app. You can simply uninstall and reinstall Adobe Creative Cloud app , all other app's settings , preferences will be same .
You can do clean re-installation by manually removing Adobe Creative Cloud desktop app related files, coz once you re-install fresh new files will be created.

This installation is no longer functional.
If you are referring to different scenario , kindly provide more details .

When I tried uninstalling CC it gave me a scary message about CC apps no longer being able to work after uninstalling CC. I wasn't sure from that message if it meant it would then have to re-download and reinstall all the apps again after I reinstall CC. I'm still not sure after reading the information in your link.

Nobody has answered my question yet, with any certainty, about whether it is safe to uninstall CC only without affecting currently installed apps and settings and without the need to reinstall apps.

it's not clear what you mean by safe, but if you want to uninstall the cc desktop app, you should follow the suggestion in message 1.

Your suggestions in the links provided say that it is advisable to uninstall all the apps – and what I mean by "safe" is that the uninstallation (and reinstallation) of CC will not affect the apps and not require reinstallation of the apps (which I thought I made clear in the original question). Therefore your answer appears to be to say that is is not "safe" (as above) to simply reinstall CC desktop app alone to overcome possible (and even that is not certain) corruption of the CC desktop app. So it appears in order to investigate what might be a possible cause of my problem MUST involve the full uninistallation and reinstallation of the entire CC suite and resetting of prefs and possible loss of settings, taking perhaps half a day or more. That is like making a car where you have to remove the entire engine to check the spark plugs.

p.s. uninstalling adobe programs does not remove preferences (unless you select that option during uninstallation).
