I have my own account for Adobe Creative Cloud. If I update the version I have to the latest CC version using the update in the cloud, will it change and update the version on my hard drive as well? Will other computer users no longer be able to use Photoshop unless they have a
Creative Cloud account?

There is no Photoshop in the cloud. Creative Cloud installs and runs software on your hard drive. Each user of the computer will need their own Creative Cloud license to use it.

Hm, when logging into a computer that has a license from a colleague, CC does not refuse me. And I'm not logging with a Adobe id that has a CC license attached.

So that is one of my questions. If there are multiple users on a computer for example. One person who has a license completes the update which updates the PS CC (2015.5) version with the newest, does that mean non-license users can no longer use PS since it was updated via Creative Cloud ? So all users will have to have their own license to use Adobe CC programs on a particular hard drive.

Yes. the installation on your hard disk will be updated.

Older versions of Photoshop (CS6 or older) are not changed.
