US purchase for overseas user

Can I purchase an Adobe Enterprise license for a user outside of the US, French Africa office in Senegal?

If the intention is to have this person use a US-based license without having a US residence, that is most likely not allowed.  I imagine you could if you were to visit this person outside of the US and buy it for them during the visit thru whatever resource they have available to make such a purchase there.
