You don't say which software, so I answer for Creative Cloud subscription.

1. It is POSSIBLE to activate the software on two Macs at once.

2. It is NOT ALLOWED for two different people to ever use the software, it is for one named person only.

3. It is NOT ALLOWED for one person to use the same license at the same time on two computers; it is for using on one computer and then, at a different time, on another computer.

Yes.  You may have 2 activations (home/office, desktop/laptop).  But you may use only one device at a time.
