i have creative cloud but i'm not sure which app to use. i'm creating a tutorial for a website database and i want to create an html page that has both audio and video. i was planning to create the video in screencast-o-matic and the audio in ibm watson. it would be nice to be able to combine them if possible. if combined, i want them to autoplay when the html page is loaded. if i can't combine them, i want to autoplay the audio. what is the best way to do this?

For film (with and without sound): Premiere and After Effects // Adobe Rush
For sound: Audition
For Web: Dreamweaver
For animations: Animate
For photos: Lightroom // Photoshop

You will need some kind of screen recording software to record video tutorials. Your CC subscription does not include such a tool, so you would have to use other software for this.
I prefer Camtasia Studio for this type of work myself, but that is quite expensive, and you could just download OBS Studio for free (it is open source), and use that to record the screen.
I would avoid screen-cast-o-matic, since that is subscription software you don't need. Just use OBS, and edit the recordings in Permiere. Then improve the sound in Premiere (IBM Watson is something completely different, so I have no clue why you mentioned this in your original post), and export to web video.
Then create a simple web site in Dreamweaver, and import the video. Upload. Done.

I do not know of an Adobe product for this. But there exist products around. Google may be your best friend.
