Where is Ai 2021?

I had to do fresh OS install and now I need to reinstall Ai 2021 due to a necessary plugin. 
Where do I download this. It used to be available in CC Desktop, I'm not seeing it in "Older Versions" anymore.

Adobe only supports only the latest two version of CC apps. So that would presently be CC2023 and CC2022. If you absolutely need CC2021 then you will need to contact Adobe support and ask, they might provide you the installer if they have it handy. To contact support follow the instructions given below
1. Go to https://helpx.adobe.com/contact.html?rghtup=autoOpen
2. Wait a bit on the page that opens up, it should automatically open a chat popup. If that does not happen then look for a call out/chat icon at the bottom right, click over it and the chat popup should open
3. In order to talk to a human type "AGENT" in the chat box
4. If you are not able to get to the chat window, then disable your adblockers, firewall, enable cookies/scripts on your browser. If it still fails then change your browser/machine/network.

Manan is correct. Talking directly to Adobe via Chat is the best way to go!

However, the pluggin you are using, is there not a more up to date version of this that will work with the latest Adobe Illustrator? That might be better in the long run. You will benifit from added Adobe tools and the plugin itself might also be more advanced too.
