I have been paying lots of money for Creative Cloud series since 2014. There was service when I started. You could always use the chat when you could not find the answers in communities etc... I lost a lot of time searching for answers. We are starting on a big project soon and won't have time to loose like I do now. Should I switch to another company, ask for refund???
Chat is still there. Follow links from support. Be sure you are logged in and choose suitable product and problem (i.e. a paid for product and a support that is offered, not "how to" or "Q&A".)

I wanted to ask question about Cloud file sharing and the option is not available. I would have to choose Photoshop or another software like Premiere etc... The option for Cloud sharing is not available.
