I've bought a new PC which has a 120GB SSD and a 2TB hard drive. Is it best to install the programs (photoshop elements & premiere elements) to the SSD and have all the data (pictures and Videos) on the D Drive (2TB) or install it all on the D drive?
Install all programs to ssd and configure programs to use the larger drive for all temporary files
Drive C space http://forums.adobe.com/thread/1007934?tstart=0 is about a different program, but the idea is the same

you can do either but your programs will open much faster if they're installed on your ssd.

I would say: install Photoshop and Premiere to that drive where your OS lies.
SSDs are perfect for scratch disks.
