Why is Lightroom Classic CC Oct Release not compatible with 8.1

My desktop is more than 3 years old and has Windows 8.1. I don't want to upgrade it to Windows 10 as I fear it might slow it down. I want to know why LR engineers deployed the latest version of LR that is not compatible with Windows 8.1 but compatible with Windows 7 Service Pack 1 and with Windows 10. I want to know if there will be release in near future that will be compatible with Windows 8.1? Otherwise, you are forcing me to upgrade my machine and pay hundreds of dollars for that.

you can ask adobe to release an 8.1 compatible version, Feature Request/Bug Report Form or continue to use the last compatible version.
