Windows server 2022 Photoshop Elements Installation

PhotoshopElements_2021_LS30_win64.exe hangs with a white windows.
It happens even running as administrator.
The user is Domain admin, Local administrator, has all possible right.

I have tried to turn off all exploit protection in windows security.
The Result didn't change or ometime I got a message "the operation was blocked as the process prohibits dynamic code generation".

i doubt that os is compatible, but you can confirm with adobe support.

It was installed on Windows Sever 2019 without any problem.
The PC is the same; just rebuild with new operating system.
