Adobe design premium cs3 won't open, and has an error message

Adobe design premium cs3 won't open, and has an error message to uninstall and reinstall (for the third time in several years). I oroginally had to do the registration thing and get a new number, and that worked fine. I did the uninstall and reinstall and the same error message comes up now, and the program won't work... "You cannot use this product at this time. You must repair the problem by uninstalling and reinstalling this product or contacting your IT administrator or Adobe customer support." Anyone know what is going on here or how to fix this? I hope this isn't a way to force peple to buy the newest version...

Have you obtained not only the serial number of CS3 but also the installer that does not require authentication?

However, it is the old OS environment that CS3 officially guarantees operation.
The certified OS for the Windows version is XP and Vista, and the certified OS for the Mac version is 10.4.8 and 10.5.
There is a risk that it will not work properly on non-guaranteed OS.
