This error just came up with the latest Photoshop update. SP1 is already installed and I can’t reload it because it is no longer on the MS site for Window 7.  Photoshop worked fine before the last update.

How can I resolve this issue without upgrading to Windows 10?

I have already uninstalled and reinstalled PS a couple of times.

 

Actual message: 

The program can't start because api-mss-win-core-libraryloaded-I1-2-0.dll is missing from your computer.  Try reinstalling the program to fix this problem.

The current version of the program may require Win10

-Win7 is dead https://www.microsoft.com/en-us/windows/windows-7-end-of-life-support-information
-Win8 no longer supported https://support.microsoft.com/en-us/help/4580358/windows-8-1-update

 

I think that is a Microsoft DLL... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help
-or direct to https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads

Latest Photoshop update? What specific version, exactly? The latest update isn't supposed to work in ancient systems, only current Windows 10.
