Apps won't show up in Creative Cloud

When I try to go to the apps tab of CC, they don't show up. I either see a spinner, or what is shown in the screenshot below. I have tried all of the solutions I can find in the forums, uninstalled and reinstalled, restarted, etc. several times. Please help! Also - the option to "sign out" under preferences is grayed out.
