I use Windows 8.1, Adobe doesn't seem to support that OS from cc 2019 version and up. So if I buy Photoshop plan, can I download and use for Photoshop cc 2018?

Only the latest two versions of the Creative Cloud apps are supported and available for download. You can try and download the older versions of the Creative Cloud apps from the following website. If the links mentioned on the website don't work, then it means that Adobe has discontinued providing the download and genuine installers are not available anymore. Be circumspect if someone contacts you claiming to provide an installer in such a case.

So if you are able to download an installer using the link above you will be able to use it with a valid subscription of CC. However, do note that you will not get any support from Adobe or any updates to your CC2018 installation. So you get limited value for your subscription.

Adobe Sensei is what Adobe call some of their tech. You can't run it separately.
So, for example, Adobe say that Photoshop's Content Aware Fill is "Sensei". But you can't use this "on the cloud", you can use it if you can run a suitable version of Photoshop. Content Aware Fill happens to be in Photoshop 2017 and later, so that's OK. Also Photoshop's Select Subject is "Sensei". This was new in Photoshop 2020 so you won't be able to use Select Subject if you can't run that.

If you do decide to subscribe anyway and use the download, KEEP IT SAFE. Adobe may remove it at any time.
"Keep it safe" means *not just on your computer*. Because you'll need it if the hard drive fails.
