I've tried with windows administrator privileges,

I went into safe mode and tried to install it, but it didn't work.

Eventually, the PC format was proceeded.

Adobe will have to provide a solution.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials

if that all fails because you've already improperly deleted instead of uninstalling adobe's programs, embed a screenshot showing the error.

If I do remove, isn't it correct that the shortcut icon disappears?

i'm not sure what you're asking but if you properly uninstall a program, it's shortcut icon should be removed.
