Can't manage my apps, need it admin permission

Can't download my apps because the 'can't manage apps' error keeps happening. I also don't have the Configs/Serviceconfig.xml folder and I've tried uninstalling everything and used the clean up tool and still doesnt work. Anyone can help?

Do you have a Teams or Enterprise plan?

If yes, talk to your IT dept admin.

It’s Mac, I believe it’s updated to the latest version.

Click the Apple menu icon at the top left corner of your screen, and then select the “About This Mac” command.  Which operating system is it?

Also, you need a  computer user profile with full administrative level permissions to install software.
