Can't uninstall Older version

Please help. I can't seem to uninstall PS 2017 from my Macbook pro running Catalina. When I try to uninstall I get a message that says I need to contact developer. The app seems to be gone but some files remain in the utilties folder. Through some looking around it appears to have something to do with 32-bit vs. 64-bit. Can anyone help? I think it is slowing down my mac on start up.

It won’t slow down your Mac.  It can decide really quickly not to run old apps.
