Cant install Creative Cloud in macOS Catalina 10.15.6

Brand new mac. Restored time machine document and user stuff from old mac. I cant install Creative Cloud in macOS Catalina 10.15.6. It says "Another installer is currently running, etc.... Error code: P81". I've tried so many times. No other installers running! Please help.

If I have to I can even try the manually uninstall every hidden file for adobe. I just need to know how.

Do you have tried to reboot your machine and then start the installation?

To remove hidden files you can use the Adobe Cleaner Tool.

Yes. The only "installation" found was "Fix Host File". So I couldn't do anything. 

I was on with adobe support for over 2 hours last night. They even remoted into my achine. They ran this tool, had me reboot several times, had me try creating a brand new admin login and try the installations, uninstallations, running this tool, etc.... I always got the error no matter what. Do you think this is incompatible with Catalina 10.15.6? I could download Lightroom from the AppStore but I didn't see Lighroom CLASSIC or Photoshop there!

What can I do next?

Nothing would work. Nothing.

I ended up doing a CLEAN FACTORY INSTALL of my new mac and NOT restoring from TimeMachine. Everything installed fine. It's a pain but I think some old stuff is causing things not to work or something. Annoying.
