CC app 2021 download links install old CC app

Hey guys, 

A friend of mine (John) is having difficulties with getting the 2021 CC app (and apps) to install. Recently, his computer had a problem and his son-in-law (computer whiz) had to repair the Windows 10 installation.

Well, now that was taken care of, but he no longer had the newest CC apps, but the ones from 2018.
His son-in-law spent an hour on the phone with Adobe tech support last night as was not able to resolve the issue. So far, I've spent 2-3 hours on the photo with John, with no success.

What we've tried:
Verified Windows is fully updated
Uninstall, reinstall CC app (and apps)
Sign out/in, reinstall
Remove the opm.db file in AppData, reinstall
Adobe Creative Cloud Cleaner Tool to remove all apps (twice).
Reinstall...Restart....Reinstall....Restart....Reinstall.....Restart...Nothing!

Everytime, we end up with the old CC app (tall skinny one - Version 4.9.0.504 released on 07/22/2019).
Apps shown are the 2018 versions. I've run out of ideas!!!

Did Adobe's website techs accidentally link to the CC 4.9.0.504 installers rather than 5.3.1.470???

Not exactly sure if they did a repair or reinstall of Windows. Must have done a reinstall. In any case, the problem has been solved. Seems they accidentally installed the 32-bit version of Win 10, rather than the 64-bit version. PS CC 2018 is the last version with support for 32-bit OS. Thus, since new apps could not be installed, older versions were automatically chosen by the installer/website. Thanks for the help.

you might have to use the CC Cleaner App to remove all Adobe software and then reinstall the CC Desktop app first and then the software you have a valid subscription for.

Thank you. As mentioned above, we did that twice. I thought for sure the Adobe CC Cleaner Tool would do the trick. Alas, no such luck

After Re-reading you first few sentences I would have to say whatever was done to Repair the Windows install didn't do that.

Did your friend do a Complete Reinstall of Windows? Or just a Repair? Could be there is a Hardware problem that is the cause of all the problems and without fixing that hardware you would be able to fix any of the other problems.
