Creative Cloud for Desktop won't start, spinning wheel bug, unable to update any programs

I know this has been posted many times for years so it is clearly an ongoing bug with Creative Cloud which Adobe are unable or unwilling to fix.

Whenever I try to start Creative Cloud for Desktop I get the spinning wheel until it tells me that Creative Cloud is taking a long time to start, suggests restart, then it crashes and offers a repair and the whole cycle starts over again.

I have followed every suggested fix on here from Adobe and from users. Twice I have managed to get Creative Cloud for Desktop to start and it begins to update programs. But then Creative Cloud for Desktop appears to hang or crash and it all falls over again.

All of the programs work. My account is linked and logged in and everything else works except Creative Cloud for Desktop and the updates for my apps. So day by day my programs get more out of date.

I have considered uninstalling everything but that risk not being able to reinstall the programs so I will have nothing at all for my monthly fee. At least at the moment I can use out of date apps.

I don't even know why I am posting this to be honest, I don't know what can be done to solve this. I honestly believe that Creative Cloud is just fundamenatally broken and Adobe don't care.

first try, resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
