I have Adobe Creative Cloud on a Mac Pro 2019 Catalina. I get a message that I need to install Adobe Creative Cloud. I have downloaded ACC but when I attempt to launch the installer, nothing happens.
I spent 33 minutes on an Adobe chat and all but 1 minute was waiting for his responses. I hope someone can help.

do a clean cc install:
uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials

yes, if done correctly.
if you want to restore your preferences, copy them before removing them.

I can't follow the uninstall instructions described in the first link because Adobe CC app is non functional and I can't install it.

I just did and was able to launch CC after rebooting. Installed Lightroom Classic which is working fine but I am getting the "waiting for connection" message. Sync is on.
