I've been using Creative Cloud on my PC ever since I bought it new over a year ago. I use Windows 10 Pro (version 1909).
I never had issues with it until just a few days ago, when I got a notification on my desktop telling me that Creative Cloud is not responding and needs to be updated or reinstalled (I don't remember the exact wording, but the main issue is that Creative Cloud Desktop app was not opening anymore for some reason).
So I downloaded the CC Desktop app from Adobe's site and ran the installer. The installer kept freezing at 11.6%, even if I quit and restarted it again.
I decided to delete the Adobe Creative Cloud folder from Windows (C:)>Program Files>Adobe>Adobe Creative Cloud. Then I ran the installer again. This time the installer seemed to have ran smoothly and went further, until it hit 53.5%. Now it's frozen once again.
Does anyone have any suggestions or solutions? Much appreciated, thanks.

I had a similar issue.
Make sure that you have all Windows updates that are available.
The one thing that was causing it for me, believe it or not, was that I needed to do a clean installation of the latest Studio graphics driver from the NVIDIA website. After doing that and restarting, all was OK.

Maybe uninstall the Creative Cloud app again and run the Adobe Cleaner Tool before reinstalling:

Downloading & installing is a 3 step process. Something on your machine is probably interfering with that process. As Derek said, removing old versions with the Adobe Cleaner Tool is highly recommended before re-installing.
Do you have all the latest Windows 10 updates?
Which anti-virus are you using? Try disabling it temporarily.
