Can Creative Cloud run on Windows Server 2016 & 2019?

So, the answer is "no" then.

Can you refer me to a link that explains what corporate customers are supposed to use instead then please?  Is there a solution provided by Adobe?

We have 100s of full creative cloud licenses for employees and a few processes running on servers to perform critical tasks.
