Two ideas that MAY work to install and/or run old programs in Windows 10
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions

It could also be that you have exceeded your number of activations. For that, you have to contact customer support and tell them that you want an ACTIVATION COUNT RESET, which is the only support they are allowed to give for CS anymore. If they tell you they can't do that and try to send you to here, ask them to transfer you to a supervisor or to someone who has been better trained, because this is something they absolutely can do.

10 year old CS5 software is discontinued and no longer supported.  Although it isn't certified to run on Win10, most people have no trouble with it.  But if it doesn't work, you're on your own because Adobe customer care can't help you.  All they can do is reset your activation count.

It can also be that if you have a mix of Adobe apps .. say some CC apps and thus the Creative Cloud app is there hiding in your system tray ... that it is blocking the installation. It did here with a PM7 install today running on W10 Pro x64. Killing CC allowed installation to proceed. Note that I did not need to set any compatibility mode. I've said it before .. CC is malware in scope and execution.
