All depends on your skills and what your requirements are.

 

For a basic portfolio, Adobe Portfolio comes free with your paid Creative Cloud Plan.  Simple to use, no coding required, hosting is included.

Adobe Spark is for 1 page story telling.  Spark is not so much a website builder as it is a tool for social marketing.  Simple to use, no coding required.

 

Experience Design (XD) is a visual design tool for UI/UX prototyping.  However, XD does not create the final code or even a workable website for you.  You must hand off your XD designs to an experienced programmer.  If you ever used Muse in the past, XD is sort of an anemic version of Muse.

 

Dreamweaver is Adobe's flagship code editor.  With sufficient skills & knowledge, there's no limit to what you can create in DW.  From mobile-friendly web apps and PWAs, to dynamic (database driven) blogs, e-commerce, content management systems and more...

 

Animate CC is a web animation tool.  It doesn't build websites per se but it does generate usable HTML5 canvas code which you can port into Dreamweaver or any other code editor.
