When I using debit card this massage shows
"We are unable to approve your transaction at this time.
There are a number of reasons for order failure, among them errors in the payment information, or billing address, or an inaccurate email address. If you have verified your information and are still unable to place your order, please contact Customer Service and order by phone. Call 1800 102 5567."

My understanding is that Adobe does not accept debit cards as a method of payment. However, you'll need to talk to them about that.
This is a public forum, not Adobe support. Users, including the ACPs and MVPs, can't provide support for account, subscription, billing, download, or product activation issues. Support for those issues requires an Adobe employee.

I got the same message trying to pay via PayPal just now too. In fact, I tried twice - same error each time, although PayPal now shows two pending payments even though my Adobe account shows zero plans. Now siting waiting, and waiting, and waiting, in Adobe's support chat to see if someone can resolve it.
