What is the functional difference between "Save As" and "Save a Copy"?

I've been using these apps for almost 20 years and I honestly cannot understand what the functional difference is. I feel like I've found this info before, or had someone explain it, but I can't seem to locate it in a concise resource. Thanks in advance!

Note: I know this might not be the appropriate forum for this, and (if possible) I encourage a mod to move it to the correct one, but it's one of those "meta" questions since it applies across all of the CC apps (and likely DC as well).

This is NOT A meta question, since what a particular app does is not generic, and a reply is likely to need an expect is the app concerned. Please list the specific apps that concern you.
