What happens to my downloaded programs if I end my plan. Does it stop working or only stop updating?

If Creative Cloud, you will not be able to use them.

I've moved this from the poorly named Community Help forum (which is the forum for issues using the forums) to the Get Started forum.
It's the same as not paying a utility bill. If you don't pay, your software and online services stop working.
