Error code 403 indicates that something went wrong while installing or updating your Creative Cloud app but there are no updates visible. Other Apps do not have the problem, thei're downloading just fine. Only Photoshop has this Error. I already uninstalled the creative cloud App and reinstalled it, but. i have the same issue. I use an IMac with Mojave.

Look at the System Requirements for Photoshop(https://helpx.adobe.com/nl/photoshop/system-requirements.html)

Photoshop version 22.0 and later do not support Windows 10 1803 and earlier.

Upgrading Windows did the trick for us.

Photoshop version 22.0 does suport macOS Mojave (versie 10.14) on Intel processor but nòt on ARM based Apple Silicon-processor.
