Error when trying to launch photoshop - "Error at loading of ippCV library"

I am trying to launch from the CC desktop panel - no issues with launching it yesterday, Can't find anything on google that even looks like the same error?

 

It just shows that message and refuses to launch.

yes - I had the same problem just now too. Lightroom was updated and now I can't open Photoshop. It says no DLL found. What can I do about this? Any help would be much appreciated......

I found another thread just now - it seems the latest photoshop update caused issues with older CPUs? As in photoshop-wont-work-anymore issues.
