Hello I am an Army civilian employee. We use Adobe Acrobat 10 at work. On the adobe website https://www.adobe.com/support/service/workathome.html” it reads "If you own, or are the primary user of, an Adobe branded or Macromedia branded product that is installed on a computer at work, then you may also install and use the software on one secondary computer of the same platform at home..." How do I obtain a copy of the software and where do I obtain a serial number for the installation?

In your case it seems to be a Volume License purchased by your organisation, please contact your admin to check terms of use. If you have a retail license, please check https://helpx.adobe.com/x-productkb/global/find-serial-number.html to get the serial number and here is the link to Download Adobe Acrobat products | Standard, Pro | DC, XI, X‌.

Hope this helps.
