Help installing local copy (for offline use) of Photoshop and Lightroom onto my computer.

I am still trying to install a local copy of both Lightroom and Photoshop.  Every time I follow the instructions and click on download for Photoshop it just opens up Photoshop.  It doesn't bring up the 'exe' download link. 

The backstory is that I subscribed to cc photography plan a few weeks ago and thought I had downloaded both apps.  HOwever, my internet was down for an entire week.  During that time I was unable to use Photoshop or latest version of lightroom because it kept asking me to log into adobe cc desktop thing.  But obviously I couldn't as I had no internet connection.  All I want is to be able to download and install a copy of both apps on my computer so that I can access offline.

I have been through customer support twice on different evenings.  I wasted both evenings with long chat sessions and no resolution at the end.  In addition, the instructions on this website on installing apps doesn't work because there is no 'exe' link provided and photoshop just opens rather than downloads.  But this is not a local copy - it is only accessible if I have my internet working.

Can someone please help.  I do not have endless evenings to spend on trying to sort this out.

Open your operating system's file manager (aka Windows Explorer).  Under View, turn on File name Extensions.   See screenshot.

all cc programs are installed locally.  you just need to make an internet connection to verify your subscription is active.  that's required every 30 days (or less).

I hear what you are saying and I already know that information, but I could not find any trace of Photoshop and latest version of Lightroom being stalled on my computer.   it seems as if I have access only if I have internet connection.   If I have not internet connection one night and I want to access and use LR and PS, how do I do this?  Where in my computer would I go to open the applications?
