I want to reinstall Creative Cloud itself, but theres a pop up that tells me to uninstall the other Adobe CC apps in my computer first (Photoshop, Illustrator).
When I go to my Control Panel to Uninstall these apps, Creative Cloud would open in each of them and stay as a loading screen. After leaving it for a while the Cloud won't load at all, preventing me to uninstall the apps, and therefore, the Cloud itself.
I already tried restart my computer, but the results are the same.
I am currently using Windows 10 with a CC Student Plan (if that helps).

You can use the uninstaller for Creative Cloud from the following link
https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
Regarding uninstalling individual apps, you can unistall them from within Creative Cloud, see instructions below
https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
So first uninstall the individual apps using Creative Cloud desktop app and then use the uninstaller for Creative Cloud to remove it as well.
