Stuck on a spinning wheel
Okay , I will copy and paste it here :
1) Click on the Finder and look for the options listed next to Apple Icon located at the top left corner of the Desktop screen and click on "Go" menu button and select "Utilities" option.
(Applications>Utiliites)
Locate Adobe Creative Cloud and Adobe Application Manager folder under Utilities window and trash both folders.
2) Trash Adobe Creative Cloud from Applications well.

I do not have either of the OOBE or op.db files on my computer

OOBE folder locations :
WIndows :
Press Windows button (located between Ctrl and Alt buttons) along with R button together at a time , you will get a run command window.
Type in below command and hit 'Enter' key.
appdata
It will open Appdata folder.
Then navigate to Local>Adobe>OOBE
Mac :
1) Right click on Finder icon and select "Go-To" Folder option.
2) You will get a text box, type-in below command and then hit 'Return' key.( Do not miss ~ symbol)
~/library
3)Then navigate to Application Support>Adobe>OOBE.
Inside OOBE folder you can locate Opm.db file .

Right click on Opm.db file and select " Move to Trash " option to delete ,
To Rename : Right click on it and select GetInfo option and then expand Name section , rename and close , it will rename Automatically.

Click on the below link and download & run Adobe Cleaner tool :
Select the option "Adobe Application Manager for Mac OS X 10.6" and then click on "Clean up Selected" .

1)Please click on Apple menu icon and select System Preferences, and then click Network.
2)Choose the network that is currently connected to internet that can be Ethernet or Airport(Wireless).
3)Then click on Advanced button and click Proxies Tab.
4)Under 'Select a Proxy server to Configure' Uncheck all the proxy check boxes, then uncheck 'Use Passive FTP Mode (PASV)'.
5)Then click on Apply Now button.
7) Click on the below link and download Creative Cloud setup file and use the same to install the Creative Cloud Desktop application.

I think my problem was that in step 4 I was doing the same thing as in step 3, I was typing the ~ symbol for both steps, then I finally realized that step 4 didn't have the ~ symbol. After a million times (ok maybe a thousand...lol) of doing your steps over and over I finally discovered my error and voila it worked. Thank you so much for helping people like me who have no clue what to do or what you had me do to fix it, but it sure worked. I don't understand why this install had to be so complicated.

Mac computers has 2 libraries .
~/library = User Library
/library = System Library.
