I cant download Premier Pro

Hi all! I am a student and my college has closed down due to the covid 19 pandemic.  My digital arts professor has contacted adobe and has gotten us access to photoshop and premeir from home so long as we download it.  The thing is, I downloaded Photoshop and its working perfectly fine, but now I am unable to download Premier and i keep recieving a pop up that says Creative Cloud is either "missing or damaged" and is "needed to perform this action".  Trouble is, I have the Creative Cloud installed and have tried the repair option a few times now and nothing is changing.  If anyone knows how to get around this I'd appreciate the help! Also, if its important, I am using a Microsoft Surface.

Does it meet the minimum requirements?

If so, use the Cleaner Tool and then reinstall:

I believe the server is bogged down.  I am unable to install CC and it's apps.  Just spining, with all of the teleworkers I'm sure the system is down.

it may be that everyone is downloading, maybe try again later, the status shows everything ok, I formatted my machine on the weekend and reinstalled everything ok
