Ive unistalled twice and it still wont open same error pops up

While you're at it, you should confirm that your system meets or exceeds the Creative Cloud system requirements before you install.
It has still not worked, would the fact im using a hotspot and not a wifi be the cause of my problem?
That should have no bearing on that issue.

Adobe did not create the Microsoft C++ redistributables, and when they are included as part of the installation process, it is only as a courtesy. Your time would be better spent contacting the organizations that do support this component.
