I’m trying to delete Creative Cloud but I have multiple issues deleting it...

Alright, this is a lot and I have never seen anyone experience this before so I hope I explain it well enough. I tried downloading Creative Cloud so I could get Adobe Premiere Pro 2020 but whenever I opened Creative Cloud it just opens to a white screen saying "Loading Creative Cloud" and than after a few minutes it says "Creative Cloud is taking longer than usual..." and basically it tells me to relaunch it which I do and than it does the same thing over and over again. I am sick of this so I want to delete it, the issue is when I go to delete it in settings on my windows 10 computer it tells me I can't because there are applications using it. I go to delete those applications which are Adobe Premiere Pro 2020 and Adobe Media Encoder 2020 but it brings me to Creative Cloud and than it just loads the same way as I described before it is the most frustrating thing ever. How do I get Creative Cloud to actually load?
