I purchased Abode creative cloud,,, but am facing a problem

I purchased Adobe creative cloud today, when I  installed ,, it shows "YOU DON'T HAVE ACCESS TO MANAGE APPS" Permission from your IT administrator may be required to enable apps management

 

But I was only made the payment using my email id accout,,, so where is the administrator in this  whole process. I dont where it is
