I reviewed my account and the two computers listed as. “Activated” are the same computer (Laptop). This precludes me from activating the software on a new desktop I am planning to buy. The

Not at all. You can activate and deactivate Cloud software at any time.
Install on your new desktop and activate. Creative Cloud will prompt you to deactivate on other computers.
