Installing old version Adobe Photoshop Elements

I have been using a 2001 version of Adobe Photoshop Elements.  I have the original CD and license #.  Had to get new computer...my Adobe Photoshop won't install....says I need to Internet Explorer 4.0 or higher...and then quits installation.  Any hope to use it/install it?

Some OS can run a program as if it was run in an older version of that OS, that is Compatibility mode: f.ex. Windows 10 might run a Windows 7 program in Compatibility mode.
