Is Muse included in a Creative Cloud Photography plan?

I am having a few creative issues using Adobe Portfolio.  However, I open my creative cloud client and saw that Muse was classified as open to me.  When I went to open it, it stated I had to subscribe again.  My interpretation of Muse having open is that I had access to it.

Originally I was a subscriber to Creative Cloud all apps but due to a severe reduction in income, I had to change my plan to Photography plan.  Most of my apps reverted back to trial, except Muse.  Can anyone advise me if this was an oversight by adobe or is Adobe use still available to me.
