Issue for all CC apps after 2021 update

Hi, I've been trying to work with Adobe IT but this is going nowhere. 

 

Last night I updated my CC desktop app to the newest version, but when the app opened the only available program to install or update is Lightroom. Bridge and Indesign still work on my computer, but Photoshop won't open at all. I keep getting an error without an error code, it just says that there's an issue with the Application Manager and gives me a link to go to. When I open the link in my browser, it just sends me to my CC web portal. Under Photoshop, the web portal states that the app is available for install on my device. I go to install it and another error sans error code pops up just saying that it's unavailable. The Adobe tech guy I've been chatting with insisted that I update my OS, I did and nothing happened. He had me uninstall and reinstall CC desktop. I did and nothing happened. 

 

Can anyone help me out? I need Photoshop for work amd this is killing me. 

 

I'm running Windows 10 version 20H2 on a Surface Pro X that's less than a year old.

first, reset the cc app:

to reset the cc desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
if you're unable to install the cc desktop app at this stage, use the link at the bottom of the page at https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
use the desktop app to install your cc programs/trials
