I want to do a clean installation of windows.

Can I then reinstall LR and PS without any problems?

Does this see this new installation as the 1st installation and can I still install it on a possible 2nd PC?

Yes you can. You have to make a backup of your personal data and settings.

Please note that you logged out from this installation before you deinstall it.

If you don't have another computer with an installation, yes.
