Photoshop 2021 Error at loadingof ippCV library; Adobe premiere transition do not work.

Recently automatic upgrade to Photoshop 2021.

I have a suspicion my computer does not have the capability or the power to run this program.

Need a dll here, limited understanding of where to find the file and if I did how to apply it to a dll library.

Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find information on those dll files
