Photoshop and Creative Cloud errors

Attempted to open Photoshop and received error 0xc0000142 (windows error).  Attempted to uninstall and reinstall, and creative cloud is now giving an error 1002 while downloading updates.  Tried to force uninstall, via the control panel, but it redirects back to the creative cloud, which is stuck on error 1002.  Downloaded the Cloud Cleaner Tool - go to open and get windows error 0xc0000142, and it will not open.  My LightRoom still opens wonderfully (for now).  Are there any other options to update (manually) the creative cloud so that I can uninstall and reinstall Photoshop?
