Premier elements 2018 can't install due to problems with C++ 2017 redistributeable

I am trying to install Permier Elements 2018. The PC has Microsoft Visual C++ 2015-2019 Redistributable (x86) - version: 14.23.27820 alread installed, the Premier Elements installer tries to install the Microsoft Visual C++ 2017 Redistributable and then fails. 

 

What is the best way to fix this?

Try repairing the VS redistributable package. See the instructions mentioned in the following discussion

You could also try reinstalling if the repair does not work, see the instructions at the following

open your control panel > uinstall program > click ms c++ 2015-2019 > allow changes > and see if there's a repair option:
