I have PS Elements 11 disc with serial number, and just got a new laptop (2021 Dell XPS Intel Core i7, 2.60GHz, 64-bit) with Windows 10 Home.  When I installed my Elements 11, the app windows and text are miniaturized, and cannot be enlarged by changing display settings for text or app size.  The app window can be enlarged to full screen, but the text, tab labels, etc, are so small, I cannot see them.

Everything was normal sized in my old laptop.  How can this be fixed?

Adjusting font size for a high DPI display https://community.adobe.com/t5/Photoshop/Script-way-too-small/td-p/8797196 - which may or may not work with that old program

Get a laptop without a high resolution screen. Or upgrade to an app written to work with high resolution screens. Seems the easiest choices.
