I'm having the same issue.
Gmail email for log in.
Chrome browser.
Cookie blocking off.
VPN off.
Changed password, so I know it's correct, but still looping

You responded to a discussion from 2017. What current errors are you encountering, and what troubleshooting steps have you taken to correct it?
Trying to log in. My login email is a gmail address.
I put in the email address and it moves to password. I reset the password to ensure I had the right one. But whenever I hit entter, it just loops back to asking for user name and password.
I'm using Chrome browser. My VPN is off.
It was looping non-stop, until I turned cookie blocking off, and deleted the user anme and password from chrome. Now it still loops, but I have to input the user name/password manually.

Chrome could be the source of your current problems; please see if you encounter similar sign-in errors with other browsers. Any misconfiguration within the Chrome browser will affect your ability to interact with a Creative Cloud membership. You may want to revert to a default installation of Chrome, with no add-ons or extensions, if you cannot determine the cause of the login failures.
