Please be more specific.  There are 31+ Creative Cloud apps for desktop, mobile and online services.

Which apps / services don't work on your Surface Pro?

Please review the system requirements below.

The Surface Pro X has a Microsoft SQ1 CPU which is a custom ARM chip which will only run 32 bit apps or 64 bit apps specifically ported to ARM64.

That's a lot of 64 bit apps which will not run on the Surface Pro X, or only very, very slowly, including Creative Cloud apps.

Quote from late last year: "Microsoft says that Adobe is committed to creating 64-bit ARM versions of its Creative Cloud apps, but there’s no timeline for when that’ll happen."

https://www.theverge.com/2019/11/5/20948092/microsoft-surface-pro-x-review-arm-windows-10-apps-featu...

Adobe is currently working on Fresco for the Surface Pro X.

Given that full Photoshop for iPad has taken a couple of years (to date) for a so-far feature-limited version for Apple's iOS operating system, the rest of the Adobe apps for the Surface Pro X sounds unlikely.
